USA: CPSC relieves engineered wood products from third party testing

On 26 June 2018, Consumer Product Safety Commission (CPSC) published a final rule1 on the safety standard for baby changing products in Federal Register in order to comply with section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). This rule incorporates by reference ASTM F2388–182, Standard Consumer Safety Specification for Baby Changing Products for Domestic Use.

Effective date of this final rule is 26 June 2019.

ASTM F2388–18 defines a ‘‘changing product’’ as one of the following:
changing table, changing table accessory, add-on changing unit, and contoured changing pad. The standard defines each of those terms respectively.

The requirements in ASTM F2388–18 are largely identical to those the CPSC proposed in the Notice of Proposed Rulemaking (NPR). ASTM F2388–18 includes the same scope, definitions, general requirements (e.g., small parts; openings), performance requirements, and test methods that the CPSC proposed incorporating by reference from ASTM F2388–16. Besides, ASTM F2388–18 includes modifications to reflect the more stringent requirements to address comments received for the NPR, and to provide additional clarity.
