Saudi Arabia: New technical regulation on textile products now available

On 24 August 2018, the Saudi Standards, Metrology and Quality Organization (SASO) published the Official Gazette for the Technical Regulation of Textile Products1. This new technical regulation applies to all textile products which are placed on the market of Saudi Arabia. The suppliers of textile products shall comply with the provisions of this new technical regulation no later than 23 February 2019, and the textile products which do not comply with this new technical regulation are allowed to be traded until 23 August 2019.

This new technical regulation aims to lay out the basic requirements for the textile products and the conformity assessment procedures that the suppliers of textile products must comply with when placing the textile products on the market. The suppliers of textile products must obtain a certificate of conformity issued by a notified body according to the following product types:

  • Type 3 – Children’s products and underwear
  • Type 1A – Textile products other than children’s products and underwear

In order to obtain the certificate of conformity, the following technical documentation should be provided with the textile products:

  • Conformity statement of the supplier (manufacturer/importer)
  • Laboratory reports about product safety for hazardous chemicals

Products with Saudi Quality Mark, or Saudi environment mark or equivalent issued by the authorities accepted by SASO can be treated as complying with all requirements in the technical regulation.

Below Table A lists a brief summary of the requirements on the textile products in this technical regulation.

  • Products containing at least 80% by weight of textile fibres
  • Furniture, umbrella and sunshade coverings containing at least 80 % by weight of textile components, including textile components in the following products:
    • The upper layer of the multi-layered floor covering;
    • Mattress covers;
    • Coverings of camping equipment and goods, provided that the components constitute at least 80 % by weight of such upper layers or coverings.
    • Textiles incorporated in other products and forming an integral part thereof, including footwear, bags and head-covers.
      Annex 1 lists the textile products which are subject to this technical regulation.

Labeling requirements

  • The information filled in label or mark must comply with the relevant standards listed in Annex I Table B;
  • The information must be correct, verified and not mislead consumers;
  • The label must be sewn or firmly attached to the products without easy removal and in a position that is commonly used in the textile industry;
  • The label must not include any Quranic verses or the name of Allah, and the images and words used must not violate public order, public morality and the Islamic values prevailing in the Kingdom of Saudi Arabia;
  • The following information shall be included in the labelling:
    • Fibre composition described by the names and followed by the mass percentage (the fibre names listed in Annex 3 of this technical regulation should be used)
    • Product weight, size or dimension
    • Supplier’s name and commercial register
    • Country of origin
    • Care instruction

  • Cords and drawstrings on children’s clothing
  • Hazardous chemicals
    • Azo dyes
    • Formaldehyde
    • Chlorinated phenols, o-phenyl-phenol (OPP)
    • Heavy metals
    • Carcinogenic dyes and Allergenic dyes
    • Flame retardants
    • Pesticides, herbicides and fungicides
    • Chlorinated organic compounds
    • Phthalates
    • Organic tin compounds
    • pH values
  • Color fastness to perspiration, color fastness to water, color fastness to rubbing, color fastness to laundering color fastness to salvia (for children’s clothing only)

The permitted limits and corresponding testing standards of the above parameters are listed in Annexes 1 and 2.
