    Consumer Product Safety Office (CPSO)

    Regulations

    • The Consumer Protection (Safety Requirements) Regulations (CPSR) requires 33 categories Controlled Goods, to be registered with the Consumer Product Safety Office (CPSO) and must bear the Safety Mark.

    • All suppliers of Controlled Goods for consumers in Singapore must first be registered with the Safety Authority as Registered Suppliers. Registered Suppliers are required to register each model of Controlled Goods with the Safety Authority. The registration must be supported with COC issued by designated CABs located in Singapore or in Singapore’s MRA partners, i.e. CABs (Certification/Testing), or SDoC declared by Registered Suppliers.
    • Registration of Controlled Goods under the Consumer Protection (Safety Requirements) Regulations is based on Certificate of Conformity (CoC) issued by designated third party Conformity Assessment Bodies (CABs), or Supplier’s Declaration of Conformity (SDoC) declared by Registered Suppliers.Factory inspections are not required.

    CPSO categorised the Controlled Goods into three risk levels - Low, Medium, or High.

    • Low Risk: Type testing+SDoC
    • Medium Risk: Type testing + CoC
    • High Risk: Type testing + CoC+high risk requirement for renewal

    Guidelines

    Low risk:

    • Supplier applies to CPSO to be a Registered Supplier
    • Supplier to obtain valid test report.
    • Supplier to provide SDoC.
    • Controlled Goods is registered with the CPSO upon receiving the LOA
    • Registered Supplier affixes the Safety Mark

    Medium and High risk:

    • Supplier applies to CPSO to be a Registered Supplier
    • Supplier to obtain certification through CAB.
    • Controlled Goods is registered with the CPSO upon receiving the LOA
    • Registered Supplier affixes the Safety Mark

    Applicable product categories

    • Low risk: Air cooler, fuse, room air-conditioner, table lamp / standing lamp
    • Medium risk: AC adaptors, audio and video products, coffee maker, decorative lighting chain, fans, iron, lamp control gears etc
    • High risk: Components of the liquefied petroleum gas system, domestic electric wall switch, gas cooking appliances, main socket-outlets, refrigerator, water heaters

  • Energy Efficiency and Environmental

    Regulations

    Energy efficiency:

    • Registrable goods must be affixed with the Energy Label, after the NEA has issued the Certificate of Registration (COR) for the model.

    • Mandatory Energy Labelling (MELS) and Minimum Energy Performance Standards (MEPS) for household appliances

    RoHS:

    • The controls for SG-RoHS came into effect on 1 June 2017.
    • The control measures under the SG-RoHS are:
      1. Lead (Pb)
      2. Mercury (Hg)
      3. Hexavalent chromium (Cr VI)
      4. Polybrominated biphenyls (PBBs)
      5. Polybrominateddiphenyl ethers (PBDEs)
      6. Cadmium (Cd)

    E-waste:

    • The Resource Sustainability Act (RSA) provides the legal framework for the implementation of a regulated management system E-waste.
    • The RSA will make it mandatory for all manufacturers or importers of the regulated products
      1. Be registered with NEA as a producer
      2. Keep records of the weight and number of all regulated products supplied to the Singapore market and submit such records to NEA
      3. Make available for inspection by an authorised officer and the records mentioned in 2. when requested by an authorised officer

    Guidelines

    • Registration of suppliers
    • The test laboratories carry out the test in accordance with the relevant test standards
    • NEA issues the Certificate of Registration (COR) for the model
    • Registered suppliers supplying regulated foods must affix the Energy Label on the units that they supply in Singapore. Energy labels shall be displayed in all print and digital materials
    • The registered supplier must also register the regulated goods before supplying the goods in Singapore

    Applicable product categories

    • Energy efficiency: Registrable goods include room air conditioners, refrigerators, clothes dryers, single-phase television sets, induction motor and lamps
    • RoHS: Controlled goods includes mobile phones, portable computers, refrigerators, air conditioners, panel TVs and washing machines
    • E-waste*: Controlled categories includes ICT equipment, large appliances, batteries, lamps, solar photovoltaic panels

    * The obligations will take effect on 1 Jan 2020.

    Info-communications Media Development Authority of Singapore (IMDA)

    Regulations

    • Telecommunication equipment has to be registered with the IMDA before the equipment is offered for sale and use in Singapore.
    • There are 3 schemes under the equipment registration framework:
      1. Enhanced Simplified Equipment Registration (ESER) – Online registration to indicate conformity based on the suppliers’ own conformity assessment*.
      2. Simplified Equipment Registration (SER) – Self- declaration of conformity based on the suppliers’ own conformity assessment*.
      3. General Equipment Registration (GER) – Declaration** certified by an IMDA recognised Certification Body (CB) or declaration evaluated by IMDA.
    • Products must be marked with compliance label.

    EMC:

    • EMC compliance is required for the above, where applicable.

    * Suppliers’ own conformity assessment should be based on test results or evidence of equipment certification given by the manufacturer or an accredited body. 

    ** A declaration to IMDA is still required after certification by an IMDA recognised CB.

    Guidelines

    • A registered Singapore company is required to obtain a Dealer’s License.

    Equipment registration procedure:

    • Online Equipment Registration
    • ESER: Submit self-declaration and essential documents and complete online registration.
    • SER: Complete self-declaration and submit essential documents. IMDA will verify information submitted.
    • GER: Submit certificate issued by recognised CB and essential documents or submit test results/ reports and essential documents for approval

    Equipment categories which can be registered under ESER Scheme:

    • Complex/multi-line equipment
    • Short range/low power devices   

    Mandatory equipment categories under SER Scheme:

    • Mobile terminals
    • Broadband access equipment
    • Integrated receiver decoders for use with 2nd generation digital terrestrial television broadcasting systems

    Mandatory equipment categories under GER Scheme:

    • Land mobile radio
    • Mobile base stations
    • Radio pager
    • Short range devices where the operation requires IMDA approval
    • Ultra-wideband
    • Wireless broadband access
